The Committee members dwelled upon implementation of the Program "Provision of Citizens of Ukraine with Affordable Housing". The People´s Deputies deem necessary to envisage expenditures in the amount of 6,342 billion UAH for financing of affordable housing construction.
At present, expenses for payment of primary contribution, extra payments and expenses related to issuance of the loan to the families with average income are not affordable.
Construction of affordable housing involves a number of mechanisms for reduction of its price. 30% of State aid (pledge for obtainment of loan on mortgage) will improve housing conditions of citizens with average income, especially employees of the budgetary sector.
The Committee believes that the State budget should envisage financing of the National Program on reforming Housing and Communal Economy, including reduction of the cost of loans, in the amount of 2500 million UAH from the general fund of the State budget. The Ministry of Housing and Communal Economy of Ukraine should act as the governor of funds.
It is necessary to allocate 100 million UAH from the general fund of the State budget for realization of the Complex Program on Elimination of the Consequences of the Flood in Cities and Villages of Ukraine for Years 2002 - 2010.
The abovementioned motions were forwarded to the Committee on Budget.
